I have found 'fragmentation of responsibilities', but am not sure this fits here.

: "Fragmented" rather than "fractured". Your reference is a translation (note the ref. to the "Bundesnetzagentur"). / Perhaps it's a US vs. UK thing - "fractured" had struck me as unusual in this context.

I disagree. This term is really much too common to be hinging on a single source. See note//I woudn't rule that out although it's used outside the US as well.
