Source text - Spanish El año bursátil de 1990 que acaba de finalizar estuvo fuertemente marcado por al crisis del Golfo Pérsico, con lo que la recuperación del índice general de la Bolsa de Madrid del 4% hasta mediados de julio se convirtió posteriormente en una pérdida del 25%, después de siete años de crecimiento ininterrumpido, mientras que la contratación total, que llegó a superar el nivel récord de 1989 en un 17% hasta julio sobre igual mes del ejercicio anterior, acabó por estabilizarse en torno a los cuatro billones de pesetas.
Sin embargo, ese mantenimiento de los niveles globales de contratación, aunque la actividad negociadora ha disminuido fuertemente en el segundo semestre del año, evidencia la confianza en las posibilidades a medio plazo del mercado de valores en contraste con el ejercicio de 1988, en el que el impacto de la crisis de octubre anterior hizo retroceder la contratación en un 50%. Evidentemente el hecho de que más del 80% de la contratación se efectúe por el sistema informático ha incidido decisivamente en el sostenimiento de los niveles de contratación.
No cabe duda que 1990 ha sido un año difícil y no sólo por la crisis del Golfo, pues también hay que citar como factores negativos los altos tipos de interés, el tratamiento fiscal de la inversión mobiliaria, la desaceleración económica y la marcada tendencia a la moderación de los beneficios empresariales.

Hermosas playas, buena cocina, la ‘dolce vita’… ¿Quién querría
huir de este país? La enfermedad del expatriado que golpea a dos de cada
tres jóvenes italianos tiene su raíz en un sistema de clientelismo que
impide avanzar por méritos propios, tener una retribución pareja a la media
europea y poder afrontar las exigencias de un mercado de trabajo claramente
precario.
Sergio Nava, periodista de 34 años, ha publicado en 2009 La fuga de
talentos, un libro-encuesta que también se ha convertido en blog, escrito
con el objetivo de intentar comprender cuál es el origen de uno de los
males que afligen a los jóvenes italianos. El libro narra 27 historias,
todas diferentes pero todas con el punto en común de la decisión de
marcharse. Nava cuenta la ansiedad de una generación de talentos natos y
formados en Italia, pero obligados a exportar su propio talento al
extranjero… y a tener éxito en ello.
¿Qué es esa ‘fuga de talentos’ que describe el libro?
La fuga de talentos, o de cerebros si lo prefieres, es un fenómeno muy
italiano. Soy joven, he viajado, vivido y trabajado en Europa y he visto la
enorme diferencia que nos separa de otros países. Basta mirar los datos: en
Italia el paro juvenil está en el 26,5%. Dejando España e Irlanda aparte,
somos los peores de la ‘vieja’ Europa. Falta un sistema de selección
transparente para los jóvenes que se introducen en el mundo del trabajo.
Falta un sueldo adecuado: según una investigación de la OCDE, éste es
inferior en un 32% con respecto a la media europea. Falta también un
programa serio de ‘estado del bienestar’ diseñado para los jóvenes. Italia
es un país para viejos, llevado por viejos, donde hay todo un sistema de
poder feudal que se rige todavía por el ‘do tu des’ (‘te doy si tú me das’)
entre ‘potencias’. Es por esto por lo que los jóvenes, sean del sector que
sea, acaban huyendo. Según las estadísticas oficiales, en 2006 casi doce
mil recién licenciados han dejado Italia. Esto pasa en un país donde sólo
una pequeña minoría se puede vanagloriar de haber terminado la universidad
y también donde la precariedad del trabajo se ha convertido en algo
semi-perenne y no una simple fase de transición, como pasa en los otros
países. Si pierdes tu trabajo en Italia, sólo te queda tu familia para
lograr mantenerte. Una investigación ha demostrado que dos de cada tres
licenciados piensan emigrar.
¿De verdad que esto sólo pasa en Italia?
También los licenciados de los otros países se marchan al extranjero: la
diferencia está en que normalmente no es una fuga sino la búsqueda de un
período de formación complementaria, al que sigue la vuelta a casa. Otro
problema italiano es el de los talentos extranjeros: sólo el 0,7% de los 20
millones de licenciados de la zona OCDE han elegido Italia para mudarse.
Menos que en Turquía. En Italia, por cada cien licenciados nacionales hay
2,3 extranjeros, contra una media OCDE del 10,45%. La fuga de cerebros
puede suceder, estamos en un mundo globalizado, pero tiene que estar
compensada con una entrada de talentos extranjeros de similar consistencia.
¿Qué es la ‘meritocracia’?
Te respondo citando a Roger Abravanel, que hace tres años escribió un
famoso ensayo sobre el tema: “Meritocracia significa que los mejores
avanzan sobre la base de su capacidad y de sus esfuerzos,
independientemente de su clase o familia de origen y de su sexo”.
Meritocracia es lo contrario de recomendación, de cooptación, de nepotismo
y de clientelismo. Significa valorar a un joven por su curriculum y no por
su origen o por sus parentescos. Meritocracia significa tener en cuenta el
talento. También puede querer decir hacer networking y señalar a los
mejores, como sucede en los países anglosajones: pero ahí el que hace la
recomendación da la cara por el recomendado. Entonces el mecanismo es mucho
más transparente.
En cambio en Italia…
Estamos dramáticamente desprovistos de
meritocracia en política, en las universidades, en el sector público, en la
cultura y en las pequeñas y medianas empresas. En la mayor parte de Europa
la meritocracia se considera un valor: yo te selecciono, apuesto por ti, te
ofrezco un sueldo y unas buenas perspectivas de hacer carrera, porque
puedes ayudarme a progresar y puedes darme un valor añadido. En Italia la
meritocracia, simplemente, no sirve.
¿Qué diferencia hay entre la recomendación ‘a la italiana’ y una selección a través del networking?
La recomendación quiere decir: yo te designo a ti, no importa si eres bueno
o mediocre, porque siempre me serás fiel, garantizarás la conservación del
sistema y cuando te tenga que pedir un favor, a ti o a un pariente tuyo, tú
me lo harás. Dirás siempre ‘sí’ a todo y no crearás problemas. En cambio,
en la designación o networking quien te designa se expone en primera
persona, porque sabe que eres bueno y que gracias a ti su reputación
también crecerá. En Italia la recomendación está tan asimilada en el
sistema que ya no provoca escándalo alguno, casi que se ha convertido en
parte integrante de la cultura.
Para remover un poco las aguas, propones en tu blog un ‘Manifiesto de los
jóvenes’. ¿En qué consiste?
El Manifiesto de los jóvenes lo he lanzado junto con la iniciativa
‘Historias de talentos’, a través de las cuales recojo y publico
semanalmente historias de jóvenes italianos expatriados. La idea del
Manifiesto es recoger las denuncias y las propuestas de los jóvenes
italianos en internet, ensamblándolas después en un único texto. Creo que
sólo a través de una toma de consciencia generacional sobre la necesidad de
cambiar de verdad la clase dirigente italiana, podremos darle un futuro a
nuestro país.

Beautiful beaches, exquisite cuisine, ‘la dolce vita’ - who would want to escape from here? Expat fever affects two in three young Italians, and stems from a cronyism that thwarts progress on the basis of merits, the earning of an average European salary, and the ability to meet the demands of a clearly unstable labour market.
Sergio Nava, a 34-year-old journalist, published “La Fuga dei Talenti” (Human Capital Flight) in 2009, a book containing a series of interviews which has also become a blog. It was written with the aim of trying to find the origins of an injustice now afflicting young Italians. The book tells 27 stories, all different but all with something in common: every one of the authors has decided to leave Italy. Nava speaks of the angst of a generation who, though born and bred in Italy, have been forced to export their talent abroad - and successfully at that.
What exactly is the “fuga dei talenti” described in the book ?
It is a very Italian phenomenon. I am young and I have travelled, lived and worked in Europe. I have noticed a huge difference between us and other countries. You only need to look at the evidence: in Italy unemployment is at 26.5%. Spain and Ireland aside, we are the worst-off in “old Europe”. We need a transparent selection process for young people entering the workforce. We need decent salaries: according to research done at the OECD (Organisation for Economic Co-operation and Development), they fall short of the European average by 32%. We also need a far-reaching welfare state programme designed for young people. Italy is a country for old men, run by old men with a feudal system which still governs by the rule ‘do tu des’ (I´ll scratch your back if you scratch mine) among the elite. For this reason, young people, regardless of their background, end up moving abroad. According to official figures, in 2006 almost twelve thousand graduates ended up leaving the country. This is inevitable in a place where only a small minority can boast of having finished university and also where job insecurity is half-expected and not simply the product of a transition period as it is in other countries. If you lose your job in Italy, your family is the one who supports you. A study has shown that two in three graduates consider emigrating.
Is it really true that this only happens in Italy?
Graduates from other countries also move abroad but in contrast they are not looking to escape but rather seek complementary training, after which they will return home. A further problem for Italians is the lack of foreign talent: only 0.7% of the 20 million graduates in the OECD zone have chosen to move to Italy, even less than in Turkey. For every hundred Italian graduates there are 2.3 foreigners, whilst the OECD average is 10.45%. The brain drain may be inevitable, after all we do live in a globalised world, but this has to be offset by a corresponding influx of foreign talent.
What is meritocracy?
I´ll respond by quoting Roger Abravanel who three years ago wrote a famous essay about it: "Meritocracy means that the best get ahead on their own ability and effort, independent of their class, family origin or sex." Meritocracy is the opposite of personal favours, co-optation, nepotism, and cronyism. It signifies judging young people by their curriculum vitae and not by their family origins. Meritocracy requires talent to be taken into account. It can also entail networking and rooting out the best people, a common practice in Anglo Saxon countries where those who do hire through recommendation are held accountable. Therefore, the mechanism is much more transparent. On the contrary, in Italy…
We are severely lacking in meritocracy in politics, universities, the public sector, culture and small and medium-sized companies. In most of Europe meritocracy is considered an asset – If I select and back you, and thereby offer you a salary and good career prospects, you will help me progress and give me added value. However, in Italy, meritocracy is simply of no use.
What difference is there between personal favours ‘a la italiana’ and selection through networking?
Doing a personal favour is like saying “I will hire you regardless of whether you are good or mediocre, because you will always be loyal to me, you will uphold the system and when I have to ask for a favour, to you or to a relative of yours, you will do it for me. You will always say yes to everything and will not create problems”. In contrast, with the selection process or networking whoever hires you openly exposes themselves, because they know you are good and that thanks to you their reputation will grow. In Italy personal favours are so ingrained in the system that now they don’t even create a scandal. They have almost become an integral part of the culture.
To shake things up a bit, you have suggested in your blog setting up a ‘Young Persons Manifesto’. What does that consist of?
I have launched the Young Persons Manifesto in conjunction with ('Stories of Talent') initiative, through which I collect and publish weekly stories of young expat Italians. The idea of the Manifesto is to collect young people’s protests and proposals on the internet, arranging them afterwards in one text. I think that only through our generation’s awareness of the need to really change the Italian ruling class can we provide a future for our country.

OCTAVA: LEY Y JURISDICCION APLICABLES

En tal sentido, si la notificación se envió mediante correo electrónico, se entenderá que ha sido recibida cuando el servidor del correo electrónico entregue a la Parte que envió la notificación el acuse de recibo; si la notificación fue hecha por fax o por correo privado o público, la Parte que envió la notificación debe recibir acuse de recibo de la otra Parte (según formato de acuse de recibo inserto en el anexo marcado “B”), dentro de los siete (7) días hábiles siguientes a la fecha de envío de la notificación, de lo contrario, la notificación se entenderá como no enviada y deberá remitirse nuevamente.
Translation - English 7: Documents to be produced by all parties
(i) On the date specified for the first payment and as part of the same act, the grantor shall present the buyers with the text of this contract. This shall act as a receipt for the quantity of TWO MILLION American Dollars ($2,000,000.00) once the grantor has verified that the funds are available in its bank account, in accordance with that set out in the second and fourth clauses of this contract.
(ii) Once the second payment has been made and the funds are available in the grantor’s bank account, compliant with the fourth clause established in this contract, the grantor shall present the buyers with written proof of having received the sum of TWO MILLION AMERICAN DOLLARS ($2,000,000.00) from them.

(a) The certificates for all the deeds of the MULTIMAST SHARES
(b) The original of the articles of incorporation from MULTIMAST
(c) A Certificate of Good Standing from MULTIMAST
(d) A letter to the resident agent of MULTIMAST introducing the new shareholder.
(e) The original document of ownership of the property owned by MULTIMAST, duly registered at the Office of Deed Register (previously the Local Land Registry) of the Bolivarian Republic of Venezuela
8: LAW AND JURISDICTION APPLICABLE
The buyers and the grantor agree to sign this contract under the principle of good faith and choose as the applicable law that of the Republic of Panama. Any discrepancy, controversy or conflict relating to the interpretation, implementation and/or fulfillment of this contract, if not resolved in the first place between the parties in an amicable manner, shall be declared in front of the tribunals of the Republic of Panama to whose jurisdiction the parties hereto submit.
9: NOTICES
All notices relating to this contract shall be effected by email and/or facsimile or the official or private postal service. The content of any notice shall only take effect once the addressee acknowledges receipt of the notice received by the other party.
For this reason, if the notice is sent by email, it shall be understood to have been received once the email server sends the addressee acknowledgment of receipt. If the notice is sent by fax or by official or private post, the addressee shall receive an acknowledgment of receipt from the other party (in line with the acknowledgement of receipt format set out in annex B) within seven (7) working days from the date the notice was sent. If not received it shall be deemed as not sent and shall be sent again.

El presente capítulo pretende analizar los principales modelos de medición de capital intelectual, destacando en cada uno de ellos la delimitación del concepto de cultura y su ubicación específica.
Como se muestra en este apartado, se puede afirmar que, en la mayoría de los modelos desarrollados hasta la fecha, la cultura se considera como un componente intrínseco de la organización insertándose, por tanto, dentro de la estructura interna de la misma, con independencia de la nomenclatura empleada por cada modelo para describir dicha estructura.
Sin embargo, cabe en todos ellos el establecimiento de una lógica interna a través de la cultura que dote de armonía al conjunto de elementos y variables empleados en la determinación del capital intelectual. Existe una tendencia a considerar cada uno de dichos elementos o capitales (según la denominación de cada modelo) como factores aislados o independientes sin que se defina un nexo que ponga de manifiesto la conexión que se puede establecer entre los mismos y la influencia que ejerce la organización en su desarrollo.
El presente trabajo se centra en la búsqueda de dicha lógica interna a través de la consideración de la cultura como elemento clave en la generación de la misma, aportando un enfoque que destaca el papel que juega en la configuración del capital intelectual de cada empresa.
Las contribuciones más significativas de los últimos años respecto a los modelos de medición de capital intelectual se exponen a continuación.
Modelo de Kaplan y Norton: El Cuadro de Mando Integral o Balanced Scorecard
Este modelo fue desarrollado por estos dos autores entre los años 1992 y 1996. No se trata de un modelo específicamente creado para la medición del capital intelectual de una organización; pretende ser un sistema de gestión empresarial y de medición de los resultados obtenidos en el seno de la organización, integrando por primera vez el concepto de activo intangible.
Supone un avance importante respecto a los anteriores modelos de gestión en tanto que considera que, al estar basados exclusivamente en indicadores de tipo financiero, su base se encuentra absolutamente obsoleta.
Translation - English Delimitation and location of culture in the main models of measurement of intellectual capital
This section attempts to analyse the principal models that have been used to measure intellectual capital, highlighting in each one of them the role of culture and its specific location.
As is shown in this section, it can be claimed that in the majority of models put forward up until now, culture is defined as an intrinsic component of the organization. Therefore it presents itself as independent from the denomination used by each model within the internal structure of the organization.
However, all of them lack an internal logic which would synchronize the elements with the variables employed when characterizing intellectual capital as a body. There is a tendency to consider each one of the mentioned elements or capitals (according to the denomination of each model) as isolated factors or independents without a nexus existing to connect them or to highlight the connection between each other and the influence that the organization exercises in its development.
Due to this point, the investigation centres on the search for the stated internal logic and for the consideration of culture as a key element in this. This gives a new focus to the role that is played by the configuration of intellectual capital in each enterprise.
Kaplan and Norton Model: The Balanced Scorecard
This model was developed between the years 1992 and 1996. It is not a model specifically created for measuring the intellectual capital of an organisation; rather, it tries to be a corporate management system and measure the results obtained at the heart of the organisation, integrating for the first time the concept of intangible assets.
It represents an important advance from previous models of management as it considers that, being based exclusively on indicators of a financial kind, its base is absolutely obsolete.

Source text - Spanish El arquitecto español Santiago Calatrava ha defendido hoy de las críticas su puente de Venecia, una obra que rompe el inmovilismo arquitectónico de la ciudad al ser el primero que se construye desde hace muchos años. Bautizado como el "puente de la Constitución", se trata de la cuarta pasarela sobre el Gran Canal, y mientras unos lo defienden como "una obra de arte", otros lo critican por su elevado coste. El puente, una estructura ligera y flexible que desde ciertos ángulos puede recordar el ala abierta de un ave, mide 94 metros de largo y un ancho que varía entre los 5,58 metros y los 9,38 y unirá la única zona de la ciudad accesible con automóvil a la estación de trenes.
Calatrava defendió hoy su obra en el Ayuntamiento, donde celebró una rueda de prensa en la que durante más de una hora explicó la construcción. Para empezar, Calatrava recordó su currículum, "arquitecto e ingeniero" con "más de cuarenta puentes construidos", "doce estaciones de trenes" y "el noventa por ciento" de su trabajo dedicado a obra pública durante "veintisiete años de profesión". Después, rechazó una por una las críticas, que además del encarecimiento del presupuesto, están relacionadas con la falta de previsión de un acceso para minusválidos. Según Caltrava, el acceso a los minusválidos es "responsabilidad pura" del Ayuntamiento. El Municipio decidió que el asunto se resolviera de la forma en que se resuelve con la inmensa mayoría de los puentes de la ciudad: "utilizando lo que se llama el ascensor horizontal, es decir, el vaporetto y el taxi de agua, gratis para los minusválidos". Sobre la crítica del encarecimiento, Calatrava reconoció haber subestimado los costes.
En la cuestión estética, Calatrava se explaya y se encuentra a gusto: "he tratado de escribir poesía con unos versos muy fáciles", tratando de mantener el equilibrio entre el clásico y lo moderno. Pero para Calatrava lo moderno es importante, porque cada época artística es un desarrollo de la anterior, "como el barroco al renacimiento". Calatrava destaca que ese equilibrio entre lo clásico y lo moderno se refleja en la presencia de los materiales, como la piedra y el bronce en recuerdo al pasado, y el cristal laminado, que permite ver la transparencia de las paredes laterales, o el vidrio de los escalones que deja pasar la luz hacia abajo, en alusión a lo moderno. Además destacó la cuidada iluminación del puente, pues de noche se convierte en "una alfombra de luz", pero manteniendo "la intimidad" que Venecia guarda por la noche.
Translation - English The Spanish architect Santiago Calatrava has today come face to face with critics and defended his new bridge in Venice: the first to be built there for many years. Calatrava’s bridge marks the end of architectural stagnation in the city. Christened Constitution Bridge, it is the fourth footbridge to span the Grand Canal, and whilst some claim it to be a work of art, others criticize it for its high price tag. Today, Calatrava defended his bridge at a press conference held at the City Hall where he talked about the project for over an hour. At the outset, Calatrava highlighted his 27-year career as an architect and an engineer with over 40 bridges and 12 train stations under his belt. On aesthetic matters, Calatrava spoke at length and seemed at ease. He claimed to “have tried to write poetry with easy verses”, by attempting to create a dialogue of balance between classical and modern ideals. However, Calatrava stressed the importance of modernism: just as Baroque took its inspiration from the Renaissance, each art movement should build on the previous one. Calatrava emphasised that the balance struck between classical and modern architecture was reflected in the choice of materials: the stone and bronze have historic undertones, whilst transparent parapets formed of laminated glass and glass steps which allow light to shine through, reflect modern ideals.
