They are referring to the "agreed guarantees", whereby the insurance cover (cobertura) apparently is being used as a synonym of guarantee.................i.e. either the Insurer is guaranteeing a certain cover given certain circumstances, or it's an "insurance bond" used to guarantee another transaction.
