It is because... we have neither 'enviar autos conclusos' nor 'autos conclusos' that I stick to my choice.

Actually I understand that originally "enviar autos conclusos" might have meant that no further files should be attached to the records and they were ready for judgement the just as they were at the moment, but in Brazilian Law jargon it has long become common to use "autos conclusos" as a synonym of "records sent to the judge", whether when they're finished and ready for judgement or for a small dispatch only.

No more attachments The court records (autos) are submitted to the judge, but documents may pe attached (apensados, juntados) thereto. When the "autos" are conclusos, that means nothing else shall be added to them, and they are complete for judgment.

não há um equivalente perfeito para "fazer conclusos" os autos em inglês; além da sugestão acima, me ocorre "send (the case records) to the judge" e expressões aproximativas assim.
