"A estrenar" gives the impression that the guest will be the first in using the room. As you say it is a bit redundant to say new hotel and then new rooms.

If the hotel already exists and this is a new wing or some sort of reconsrtruction, then the claim is for more than 91 brand new rooms or a new building with more than 91 rooms. If the hotel has never existed before, then it is for a brand new hotel with more than 91 rooms. (One wonders if it\'s more than 91, why they bothered to be specific, and why they didn\'t say, \"more than 90\" or \"nearly 100\"!)

To get to your fine point about whether it\'s redundant, I suppose it depends on whether the rooms represent the entire capacity of the new building or only the rooms that are ready to be opened to the public are only a subset. Since it\'s marketing, I think the way to get around is just go for the hyperbole: \"We have a brand new building with more than 91 brand new rooms.\" The \"a estrenar\" is implied in \"brand new\".
