Literally, I would agree with Marcel that this means to undertake, but it can also mean to begin or start (on). My interpretation could be seen as adding slightly to the basic meaning, but I think it works better as a heading.

Entreprendre and "Pepiniere d'Entreprise" are not exactly the same thing. The Pepiniere d'Entreprise is a local support structure put in place to help individuals and/or businesses startup in the area. The services range is pretty wide: from afterhours receptionist to finding the right loan, the right building etc. I would keep this idea in mind and translate more in the line of "New Businesses Support Center", "Business Startup Center", "Support Services for New Businesses"...
