I can only assume this means that the plan is currently being drawn up, but I'd never heard the word used as an adjective in this manner so I was seeking confirmation / correction. Also, if that is indeed the meaning, is there any handy way of expressing the concept in English without having to write a long and inelegant string of prose)

agree philgoddard : I don't think "being drawn up" is long and inelegant, but you could say pending or forthcoming.
