"QUALIFICATION DES FAITS" is a heading in a document making a case against a manufacturer for price-fixing. For this type of thing I know I've seen simply "THE FACTS," but what is the usual phrasing?

Depends how your text goes on. I suspect with a legal pigeonholing or compartmentalisation of the dastardly facts.
