The tarsal strip procedure was developed by Anderson and Gordy and reported in their publication "The tarsal strip procedure" in 1979.

It's "Tarsalzügelplastik" - for some reason Proz converted the letter into a symbol.

Tarsoplasty is the terminus technicus for plastic surgery of the eyelids. 'Lower eyelid tarsoplasty' would be plastic surgery performed on the lower eyelid.
Not sure what exactly the ST [Tarsalz�gelplastik] posted by you is.

Blepharoplasty may be a popular procedure for facial rejuvenation, but it is not without drawbacks, including the risk of eyelid displacement that comes with lower transcutaneous blepharoplasty. A team of researchers in Italy examined how effective the tarsal sling technique is for reducing the risk of lower eyelid margin malposition in a study published in the January issue of Aesthetic Surgery Journal.

Tarsal sling: an essential stitch to prevent scleral show in lower blepharoplasty.
Despite its popularity for facial rejuvenation, blepharoplasty has been associated with several adverse effects. One of the most common is eyelid displacement after lower transcutaneous blepharoplasty. The tarsal sling procedure affixes the external portion of the septum (the lateral canthal ligament) to the internal orbital wall periosteum with a simple suture. This simplified canthopexy decreases the risk of lower eyelid margin displacement.
