This term appears in pleadings on behalf of a group of employees who were laid off. I don't understand what it means here. Does it mean something "away from the spotlight"?

"Cette dépendance totale du site de XXX a toujours été confirmée par la direrection. Ainsi, le 6 mars 2007, le directeur de l'usine de XXX déclarait :

« Mais ne nous trompons pas, cette position hors podium nous permettra de vivre des miettes que le Groupe YYY voudra bien nous laisser :

Is one option. I think it is simply saying that they are being kept off centre stage, away from where anything important is happening, as you suggested; your own "away from the spotlight" also works well.
