It means they report the amount of cash/cash equivalents and highly liquid investment instruments daily. Very common.

You can say "account for" for se constituer, or just "have","keep", "maintain", just indicate they have them, how many,etc. and make it known.

'report' just means that they have them and confirm same daily. See wordreference.com/fren/constituer under 'principal translations'.

So, to clarify, how is "reports" = "constituer"? I would have thought the emphasis is on the fact that they make sure they have/keep a minimum amount of liquid investments, and not on the fact that they report how many they have?
