I'm in a quandary as to how best to translate this title, as my understanding is that at the Conseil d'État the Maître des requêtes is junior to the judges (conseillers) but senior to the legal assistants (auditeurs) -- but the rapporteur, in my understanding, is usually the "reporting judge".
