As a matter of fact, the expression "culo pronto" is not as polite as the former answer. It sounds stronger, as in whore.

'Culo pronto' insinúa que aún no está lista la persona para recibir halagos o propuestas (indecentes?) La 'escuincla de 17 años' o sea, una niña en la mente del padre, aún no está lista para ser cortejada.

"Culo pronto" must mean that the father thinks she has sexual desires at an early age (17). There's no reason why she should be an easy lay if she doesn't even have a boyfriend yet.
I don't know whether padre here means "father" or "priest", but a father certainly wouldn't call his daughter an easy lay, even if she was, because he wouldn't want other men to know about it.
The father's probably complaining because he wants his daughter to stay a little girl forever and not get into trouble with boys.
