Theo luật đấu thầu 2005, thì hãng luật Philip Fox dịch là "the party calling for tenders".
Bản tiếng Anh của luật đấu thầu Việt Nam 2005 thì dịch là "Party calling for tenders"
means the investor or a professional organization with sufficient capability and experience in accordance with the law on tendering for the investor to hire in order to hold tendering.

Normally, there is an article of "Interpretation of words and terms" in a Law, based on which law you are translating, you can use that definition. My words are based on Vietnamese tendering law, I can give you the English version of Vietnamese law to demonstrate my words. ScriptArch has a good explanation in general terms and I wonder how ScriptArch understand the question in Vietnamese! just kidding, I know ScriptArch.

Are you translating the documents tendering in Vietnam or in another country?
Theo luật đấu thầu 2005, thì hãng luật Philip Fox dịch là "the party calling for tenders".
Bản tiếng Anh của luật đấu thầu Việt Nam 2005 thì dịch là "Party calling for tenders"
