Une conférence téléphonique a eu lieu entre XXXXX et XXXXX. Elle a permis de régler/intégrer des informations dans le schedule. Nous citerons principalement :
- la nécessité d'accorder plus de temps (un mois et demi) pour l'enlèvement dès le 1er avril 2007 de la terre végétale et du topsoil, ainsi que la préparation de la planie pour tenir compte des risques accrus de la météo (neige, gel, pluie) à cette époque
- jours fériés dans le Canton et vacances officielles de la branche "construction"
- il faut avoir conscience qu'un début des travaux de construction implique à notre avis une demande de permis de construire au plus tard le 1er septembre 2006 compte tenu des fermetures de décembre et janvier et la taille du dossier. D'autre part, sans permis de construire les appels d'offres risquent d'être incomplets.
- XXXXX SA a sensibilisé ses collègues de XXXXX sur les délais plus longs pour les livraisons des aciers d'usine (British Steel, Arcelor ou éventuellement Thyssen) et des expériences négatives faites en Suisse avec l'acier en provenance de Russie (mauvaise qualité).
- les travaux qui seraient faits en parallèle pour le Tunnel et la tranchée couverte par le Canton et par nous (XXXXX + XXXXX) pour le projet ne posent plus de problème. Nous faisons remarquer au contraire que si les travaux ne se faisaient pas en parallèle, XXXX perdrait la possibilité de réaliser des économies, notamment au niveau terrassement.
Translation - English SCHEDULE
A telecon was held between XXXXX and XXXXX . This allowed us to adjust / integrate information into the schedule. We refer mainly to:
- The need to allow more time (a month and a half) for removal of topsoil as from 1st April, 2007, as well as for the preparation of the consolidated ground for the foundations to allow for increased weather risks (snow, ice, rain) during this season
- Cantonal Bank Holidays and official holidays in the construction industry.
- In our opinion, in order to start construction work we must have a building permit by 1st September, 2006 at the latest given the annual closures in December/January and also the size of the dossier. In addition, the absence of a building permit will result in fewer bids.
- XXXXX SA brought its colleagues in XXXXX up to date on the longer delivery times from steel factories (British Steel, Arcelor or Thyssen) and on the negative experiences in Switzerland with steel originating in Russia (poor quality).
- The works that will be carried out in parallel on the tunnel and the cut and cover tunnel by the Canton and ourselves (XXXXX + XXXXX) for the Project are not a problem. However, we point out that if these works are not carried out in parallel, XXXXX will lose the opportunity to save money, particularly where earthworks are concerned.
