Explanation:
Conceptually, legal documents sometimes lay out relevant legislation on one section and facts in another. They can be "considerations of law" and "considerations of law."

However, the translation might end up being "whereas"

Whereas article xx bla bla bla

or

Whereas the court ruled YYY bla bla bla

or

Whereas the party did zzz bla bla bla

Gramatically "whereas" often works, but then elsewhere in the document you may find a reference to "vistos" (considerations of law) or "resultandos" (considerations or findings of fact).
These are not ironclad; you have to figure it out from the entire document.
