I nkow that these initials stand for som etype of report or file. It is referred to repeatedly in a Preliminary Investigatio from Arg. In the headings and text, it will refer to the proceedings and say N. I.P.P.. It appear to be the case number they are giving, but I don't know what these initials stand for.

I'm no legal buff, but perhaps "arraignment" would be a better term; Preliminary Penal Investigation is a literal rendering of "investigación penal preparatoria".
