Letter of Good Conduct
This is the letterhead of a letter of good conduct from Guerrero, Mexico. I found the terms on their own using ProZ but can't come up with a good complete English translation for the office. It is followed by a term period as well - 2005-2008.

Without disagreeing with them outright, I think my colleagues get a little too literal with their answers. I believe the key is to normalize the target text, so that it makes more natural sense to the English reader.

: I would go this route if we had more context: e.g., if we knew whether it's the council or the municipal government as a whole, and if we knew whether it was a city or town. I assume the asker means the State of Guerrero, so the exact locale is a mystery.

**Secretaría** is secretariat, as opposed to "secretária" = secretary.

**Secretaría** is secretariat, as opposed to "secretária" = secretary.

: This was my first thought, too, but "Secretariat" is seldom used in U.S. English, except in reference to the deceased racehorse or to European secretariats for which there is an offficial (British) English translation.
