"Especie", in practice, means "título": a security. It refers specifically to a classification of securities traded on the market, so it might be a particular stock or any other kind of security. In practice, I think you can just translate it as "securities".
"Relevantes" qualifies "especies", not "venta", so it's not significant selling but selling of important (classes of) securities.
"Especie: Clasificación hecha para diferenciar cada uno de los título susceptibles de negociación en bolsa, de acuerdo a sus características financieras."

I thought a definition from a (Colombian) financial glossary would be sufficient, but apparently not. Here's another, from Argentina. You'll notice that all the examples of "especies" are securities: no commodities or physicals in sight:
"Ceva (Securities Certificates)
Los ceva son certificados de valores que representan una cartera fija de especies (por ejemplo, acciones, títulos públicos y otros o estos instrumentos combinados) con cotización en la Bolsa, seleccionadas de acuerdo con un índice o categorización."

Why are you referring to cash strapped or poor people? It's talking about securities in the sense of negotiable financial assets traded on the securities market: a standard term. It's definitely NOT talking about commodities. See definition quoted.

: Where did you find this? Are you guessing from "en especie"? You must justify this meaning of "especies" as a financial term, which is not in the Cambridge dictionary. // It's a separate point: (1) venta de especies and (2) activos relacionados al crudo.
