There are 4 types of legal system. Those in which: 1. Only those things, which are expressly permitted, are lawful (civil law?); 2. Those in which everything is permitted except those things, which are expressly prohibited (common law?); 3. Those in which even those things, which are expressly permitted, are in fact forbidden, (CCCP); 4. Those in which even those things, which are expressly prohibited are in practice permitted (take your pick). |

: :) The last type sounds like today’s Russia to me, where even if something is expressly prohibited but you still want it badly, then it is in fact allowed! («Если нельзя, но очень хочется, то – можно!»)
