We are writing to formalize/make official
As this is a business letter, the formula "we are writing to..." makes a better opening in correspondence than "We hereby..." which has the tone of a proclamation or decree, in my mind. I assume these are the opening words of the correspondence. The other answers are grammatically correct; it's a matter of style and register.
