saying "underbelly" doesn't necessarily have any left or right politicial connotations. It's an expression that might be used to describe the deep south of any country.

The idea here is default values and behaviours, "gut feeling" as Miriam implies. In English, "visceral" is the word that best conveys this notion and "visceral core" is quite frequently used when the writer needs a noun.
