There is little context unfortunately. This is the first phrase in the document, followed by "Numero Det." then "Protocollo," then the document begins (contract authorizing the release of a drug).

Though if this was me, I'd just reproduce it - its meaning doesn't really matter from a translator's point of view.

I would guess that P&R is the name of a department, VI is the person who drafted the document, and MB typed it. This is a common convention in English and other languages. But could we have some more context? What does it say before and after this?
