Italian to English Tech/Engineering Energy / Power Generation

From the specifications for the drawings for a power plant:

"XXXX può prescrivere al Fornitore – senza che ciò dia luogo ad alcun compenso supplementare – le modalità formali di rappresentazione (scale di rappresentazione, formati delle pagine e delle tavole di progetto, *“mascherine”* dei disegni, tipi di carattere ecc.) che il Fornitore dovrà utilizzare nell’espletamento delle prestazioni affidategli."

I think (but I am not sure) that it is the text at the bottom of the drawing that gives the details of the project, the engineering firm, the client, etc.
