This is from a general contractor agreement for construction services and this clause is about acceptance inspections. Berufung can be to invoke, the defense of, plea, etc. Vertretungsmacht is representative authority, power of agency, etc. but I am mystified by the phrase as a whole.

(1) Die Vertragsparteien können sich bei der Abnahme durch vertretungsberechtigte Personen vertreten lassen. Die spätere Berufung auf Mängel in der Vertretungsmacht ist ausgeschlossen. Die Abnahme kann ... verweigert werden, wenn im Zeitpunkt des Abnahmetermins wesentliche Mängel ... nach VOB gerügt werden, nicht beseitigt sind.

Means that if the goods are accepted by the agent of the party, the party cannot later argue that the agent was not empowered to accept the goods. You might be able to think of alternative ways of putting it to my suggestion above (e.g the parties shall not subsequently claim that the power of attorney was defective/ claim a deficiency in the power of attorney, etc)
