Stuck on "presser la gomme", as I never did repeated IV drug infusions during my pharma career...

press/squeeze the flush bulb

These are at the catheter end of the tubing. Once made of latex, but now available latex-free.

Here it's called a "flash bulb" http://www.surgicalscience.ca/pdf/3_IVandirrigation.pdf

Usually it's one or the other, not both.
It *could* mean press on the tubing, but I've never heard the tubing referred to as "gomme". Maybe nursing jargon?

Note that a catheter is a rigid needle that doesn't usually have any tubing or anything that could be described as a "rubber end". However, there are some models that have a y-port with tubing, used for injections and tandem infusions:

There are also IV cannulas or so-called butterfly needles because of their "wings" that have tubing.

Note from asker:
The kit contains an infusion set with a Y-port (I probably should have mentioned at the start!). Based on some of the product pictures on the websites you referred to, are Y-ports and flush bulbs mutually exclusive?
No butterfly needle in this kit based on photos & descriptions... I flagged the phrase for the client. The translation you provided seems logical to me, thanks!

squeeze the bag

When checking or freeing an IV line the IV bag is squeezed.

neutral SJLD : won't work if the clé du perfuseur has been fermée

suqeeze the rubber end of the catheter below the lock.

this was done in front of me several times last week in hospital there was no flush bulb. The nurse just wrapped the rubber partof the catheter around her finger ton increase the pressure just above the skin insertion.
If that did not work, she used a fluid filled syringe to increase the pressure.
Peer comment(s):

neutral SJLD : sounds like a butterfly needle - catheters don't usually have flexible rubber bits - what brand was it?
