The trademark xxxx protected under French law was pirated. The matter was brought before the custom office. The authorities want to pay off the the company having the trade mark to avoid the matter from becoming a court case i guess.
So they have proposed a sum and if the company accepts, the case shall be considered settled

I understand This appears in a settlement (reglement transactionel) other segments seem more or less independent and are unlikely to help in getting the meaning.
