I would normally translate this as "contested" but there is a problem with that translation in the context which I have.

The text describes the procedure for dealing with benefit fraud.-
Insureds penalised for contravening regulations concerning the conditions under which they receive benefit may oppose the decision taken against them. Here is the original French :

"Les décisions de sanction prononcées par le comité directeur peuvent être **frappées d'opposition** ou de recours devant les juridictions sociales"

My trouble with translating "frappées d'opposition" with "contested" is that "recours devant les juridictions sociales" is also a kind of contesting. I need an expression which distinguishes "frappées d'opposition" from "frappées de recours devant les juridictions sociales" "Opposition" sounds vague in English-can it have more precise meanings in French?

The essential difference between 'frapper d'opposition' and 'recours' is that the first is done in a procedure addressed to the same body that took the disputed decision, whereas the second is submitted to a 'higher' body.

agree Fr-EnD : I think this is likely, too, but it's very jurisdiction-dependent. In Canada, one can object to a tax assessment, but one can also appeal from it. The former is an administrative remedy, and the latter is a judicial remedy.

In the UK benefit decisions can be appealed.

"We arrange independent hearings for appeals on decisions made by the Department for Work and Pensions (including Jobcentre Plus, Child Support Agency and Disability and Carers Service), as well as other government departments (HM Revenue and Customs) and local authorities."

Thanks, I think in this instance there would be an option to use appeal and then contest. I was providing a term specific to benefit system in UK.
