if "delivery services" refers to those services aimed at issuing certificates (of birth, compliance to regulation) etc... you could use

"servicios de entrega de certificados" "servicios de homologación" and certainly a whole lot more possible translations

if it refers to services aimed at informing citizens (deliver information on general or specific issues) you could use

"Servicios de información" "Servicios de comunicación" "servicios de atención" (al ciudadano, or whatever)

If it refers to Public Health, it could be "Servicios de prestaciones sanitarias"

As you see, without context, it's almost impossible to help on such a general term.

Here's another lead: check on synonyms for "delivery", "deliver", and see if any helps you out for finding the meaning used in this case.

They're not talking about mail "delivery services" are they? That would be "Servicios de Correos"

Does "most" refer to delivery services in one country? Or are they considering the delivery service of a group of countries and most refers to these? (UE for example)

"to deliver" admits "to administer" as synonym. In that very general and unspecific meaning:

Delivery services = servicios administrativos

This could be your life-jacket...
