Arabic term

غمار

Homework / test Arabic to English Other Government / Politics Official Correspondence from the King to the Prime Minister (through the people)
في غمار الاداء الوطني وعبر تحملكم للمسؤولية التنفيذية.... نود ان نؤكد دعمنا لكم .....

I know غمار means "risk" or "hazard" but I wonder if here that is the meaning, or rather something like -
"While you are in the throws of etc. etc." or "While you are immersed in etc. etc."

Thoughts?

Thanks.
