Con respecto a su traduccion en espanhol, por lo que he podido apreciar, en la mayoria de casos se utilizar el termino en ingles BANNER, pero algunos utilizan ANUNCIO. Esto queda a tu criterio.
Entonces, un targeted banner es un "banner dirigido/orientado a un público específico".
