"Promover" in the legal sense means to file, bring, submit, present… ("promote" would be a false cognate), from which come the terms "promovente", "promoción", etc.

Thanks, Chris. I do actually think it's shorthand for that (per Becerra), but "issues" is vague enough to be on the safe side and include areas such as arbitration and administrative proceedings.

: "Highlight" is not a word you would see in a POA. Why? because it is way too vague and not something that the attorney/settlor etc. would do - he/she would simply ask or initiate questions or queries
