As Reuben said re fees The first example that comes to mind for me is fees for services such as moving (removal in the UK) or cleaning services. "Portal to portal" in that context means that they bill $X per hour and the clock starts ticking when they leave their office, and stops ticking when they get back to their office.

As opposed to having the clock start ticking when they arrive at the job site.

However, the word pay/wage/salary is not used in the source; the word "fee" is. So it may refer to a fee for a service, or shipping, rather than employee wages. I think more context is needed from the Asker to avoid guessing.

More context, please More context would be needed. A web portal is a specially designed website that serves as the single point of access for information or services. Is the billing of fees taking place between portals or are they different portals all provided by the same company?
