hot-foil printing

I think folietrykk refers to hot-foil printing (as used to add metallic text/graphics to the covers of passports and popular fiction, but it can also be used on other substrates). It's done by heating a master metal block (like a stamp) which is applied with pressure to bond the plastic-backed foil onto the substrate. It sounds as though the university has had its logo applied to the stationery using this process, presumably to make forgery difficult. I think you could refer to the paper as "foil embossed".
