My try:
If the perpetrator of this offense is the legal guardian of the child, he will be imposed a disbarment...

El "además" en "...se impondrá además la inhabilitación especial .." me da la impresión que "además" de la pena mencionada, también hay otra; la cual no logro ver.

En ese caso "inhabilitación" supongo que se refiere al "disbarment"

En realidad concuerdo con ustedes, yo me dejé guiar por el término "responsable legal" y por un momento pensé que era algún abogado encargado del niño y por eso lo del "disbarment", pero veo que estaba equivocado.

Corrección El texto integro es el siguiente:

Art. 161 Utilización de niños, niñas, adolescentes, discapacitados o personas de la tercera edad para mendicidad Quien utilice a personas con problemas de discapacidad, niños, niñas, adolescentes o personas de la tercera edad para practicar la mendicidad, será penado con prisión de uno a tres años. Si el autor de este delito fuera el responsable legal, se impondrá además la inhabilitación especial de uno a cuatro años para ejercer los derechos derivados de la relación madre, padre e hijos, tutela o guarda

Creo que ahora sí tiene sentido el "además", puesto que la primera sanción se refiere a: "será penado con prisión de uno a tres años"

I don’t think “disbarment” would be appropriate in this context, since the term generally denotes the termination of a lawyer’s right to practice law. Moreover, I don’t believe disbarment is usually addressed in criminal codes, but rather it is bar associations (“colegios de abogados”) that, under certain circumstances, reserve the power to disbar their members.

Article 39 (From Spanish CC) (page 17) speaks to penalties on the deprivation of rights.

See Article 46 which reads: Special barring from exercise of parental rights, guardianship, care, safekeeping or fostership, deprives the convict the rights inherent to the former, and brings about extinction of the others, .... The punishment of deprivation of parental rights implies the loss of entitlement thereof ...

Articles 55 and 56 also speak to barring/deprivation of parental rights.
