When deciding between easy and pro, err on the side of pro. Most questions will be pro.

Bilancio e programma dei pagamenti = Amount due, and schedule of payments.
(Guess: The author may have wanted to emphasize that the Biiancio was the original amount due, and not some intermediate balance. This is just a guess on my part.)

Remark: A context in which "bilancio" ought to be translated "budget" is highly unlikely (chance maybe 2%), in my knowledge and experience, but not impossible. More context from the Asker would be desirable.

(Actually, the context provided is quite sufficient to exclude "budget" essentially 100%. "Budget" is simply unidiomatic in a billing context.)
