Agreeing with Robert C. - who is on the Mexican spot - altas could be shorthand for salariados/das dados y dadas de alta - namely (male and female) employees registered as incoming vs. de baja > outgoing employees de-regd.
Alza is either an appeal or a 'suma alzada', namely a lump(-)sum.
A rore official (de-)registration scenario is needed than the AmE of 'hirings, firings and payreview changes'.
