This is the full text of Decree 370 from 1890.
I have no idea why they omitted "agrícola" in the first 2 occurences of the term, but if you scroll down to Chapter II you will see the full term "operações de credito agricola movel"......so this is about agricultural loans.
"Movel" obviously refers to "movable property".....see Dicionário do Marcilio on how to translate these terms:
A tradução de bem móvel e imóvel:
• bem móvel personal property; personalty;
chattel; movable property; movables (usado
no plural apenas).
• bem imóvel real estate; real property; realty;
immovable property, immovables (usado
no plural apenas).

BTW the old spelling for "imóvel" that they used here in this 1890 decree is "immovel". If you do a CTRL + F search you will see 76 occurences of the word.
In English we just say agricultural or farm credit/loans without mentioning whether these apply to "movable property" or what have you.
