Context : The meetings held by flat owners living in the same block of flats. It's tempting to just call it 'community meeting' but for me 'community' includes a wider reach of participants, like a whole neighbourhood.

House owners association meeting/ meeting of the community of owners

"La comunidad" is the house owners association, also called "community of owners" when translating that concept into English. Since in Spain many people live in flats, flat owners need to meet in order to decide about several matters related to the whole building, like the use of shared spaces, cleaning services, trash collection, renovation work, etc.

I think "house owners meeting" or "house owners association meeting" is a more correct and precise term than "community of owners", given that "community" may have several different meanings and lead to ambiguity, eventhough it is quite frequently used in the English version of Spanish websites related to housing.
Example sentence:

Hi, Just received a letter this morning about a meeting for the house owners association

meeting of the residents' association

In Spain, most buildings containing multiple units, be they residences, offices or a combination, tend to have residents' associations. These will include owners of the individual units and, in many cases, tenants. The association's purpose is to decide on, and pay for via levy, maintenance, repairs, security, etc. It will meet a set number of specified times a year, plus on an ad hoc basis if circumstances require.
Example sentence:

The residents\' association will meet Friday night to discuss the resignation of the portero (concierge).

Thanks, Charles. I wasn't aware of that. It's a long time since I lived in a comunidad, but do recall tenants being welcomed.

Community committee

"Community" is already explained and "committee" meaning a group of people with an aim in common.

By definition community means "a locality inhabited by such a group" (http://www.wordreference.com/definition/community) which perfectly fits in this situation
