This is one of two people signing a court ruling. The other is the judge. Country: Spain. No more useful context I'm afraid...

Clerk It's really the clerk. In the past, it was a lot simpler as it was "secretario/a judicial", as Rebecca mentioned. The new term carries the same meaning, and they fulfill an identical role to the "secretario/a judicial". The "Letrado" bit just reminds us that they are qualified in law, after which they do "concursos to become "letrados/as de la Admón de Justicia".

Court Clerk (or) Clerk of Court

As of July of last year the former "secretarios judiciales" (court clerks) in Spain are known as "letrados de la Administración de Justicia."
