Can't seem to wrap my head around the "menu" bit here, are these perhaps small presents that are set on the table on or next to the food menu?

"food menu"?! That's "la carte" in French. "Un menu" is a reduced (i.e. small) selection and generally smaller portions, with a set number of courses, at a lower price than if one orders à la carte.
