It would be helpful to have additional context (whether this is a civil or criminal matter, etc.) But it appears that in your text “Juzgado” = trial court, while “Sala” = appellate court.
You will have to work all of that into this pithy legal Spanish formula and perhaps fix it if you prefer E&W terminology, but what I believe your text indicates is that the Procurador is filing the appeal at the trial court (“Juzgado”) that rendered the decision being appealed, to subsequently be transferred to the proper appellate court (“Sala”). In certain Spanish appellate procedure an appeal is actually filed at the lower court that issued the decision to be appealed (“juzgado” or “tribunal a quo”) where it is examined to verify that it meets all filing requirements (whether the decision is actually appealable, whether it was filed on time, etc.). Depends on the region of the juzgado and the sala and wherther a civil/expedited application or criminal case. Procuradora could act in either of the latter.
Tom West III's ES>AmE dictionary: sale = division vs. chamber and (AmE) panel of a less permanent grouping. But, in E&W, imnterim or intelrocutory applications used to be heard before a 'Master or Mistress in Chambers', now a single judge in chambers.
Juzgado is presided over by a single judge vs. a Tribunal that is a multi-bench court.
