My understanding is that the Central bank is in charge of buying foreign exchange (FOREX) for the importing or exporting sector in countries where the foreign exchange market is under control. Accordingly, the central bank charges fees or commission due to the FOREX risk (exchange rates fluctuate all the time).
The Tunisian example illustrates my explanation
