Puerto Rico context Thanks for all the remarks... as I mentioned later this is from Puerto Rico and the mental health issue is born out by the text in some sections, therefore the US equivalent of SED would be the best option in this case. But thanks to all who added their input!

Disturbio Emocional Severo > Severe Emotional Disturbance (SED)

I think this is very probably the meaning in this context. Taña's question about whether it's from Puerto Rico is relevant, because the term is used there. It's evidently a straight calque of the English term "Severe Emotional Disturbance. I think "Trastorno" would probably be used more often in less English-influenced countries.

Well, he did say in response to Taña's reference (now deleted) that his text is from Puerto Rico.
