1. Il richiedente o il titolare del brevetto nella domanda o con istanza
anche del mandatario che pervenga all'Ufficio italiano brevetti e marchi, se

This is a very specific type of licence applicable to patent law.

Licence of right

A licence of right allows anyone to get a licence for your patent. You can use Patents form 28 PDF document(50Kb) to apply for a licence of right.

Licensing

You can use someone else's patent if they have granted you a licence to do so.

Some patents are endorsed in the register of patents with a licence of right entry. This means that anyone has a right to a licence under that patent.

legal licence

I wouldn't go for anything more complicated.

Statutory licence for example would not be appropriate, since the licence is not created by law, but must still be offered by the holder.

neutral James (Jim) Davis : What about just licence? A TV licence, a driving licence, a fishing licence are all "legal" licences, but the meaning is incorporated in the word "licence".
