I know what they are, just can't come up or find the engineering term used.

It's caused by a displacement of the substrate, causing a break or buckle, like a ridge, in the road surface.

A TC discussion on the translation of "heaving and soft track". Someone claiming long experience of Mexican roads suggests "columpios y lavaderos en la carretera/vía", and adds:
"Así llamamos el resultado de este tipo de suelos en México. [...]

Heaves are often caused by frost damage, and "frost heave" is a common expression, but they can be caused by anything (including subsidence, as in your case). In the following case it's actually heat (there's a video):

Swing

Módulo con un raíl y un carro deslizante del que se cuelga una boya a modo de columpio del que los niños se balancean y desplazan subidos a ella a lo largo del carril. Frame with a rail and sliding trolley with a hanging buoy acting as a swing, so the children can hang onto it and swing along the length of the rail.
