Two measures are commonly used as a means of measuring the accuracy of a targeting program. The undercoverage rate (henceforth denoted by U) is the percentage of those meant to be reached by the program who are not reached. I didn't get round to establishing the meaning of the source term; it seems obvious (to me) that "leakage" is referring to the same thing, but we'd better have some evidence:
