I think this is simply to allow sediments to settle at the boundary between the private property and the public sewer.
You might be able to word it better, but the ´skel´ element refers to the fact that the cesspool or whatever is ´på skellet af ejendommen´- at the boundary of the property, and marks the point where the sewerage goes from private to public installations.

Don't think you should put the emphasis on "skel". It's just a pit from which various drains are collected before entering the main (public) sewer.
