It's exactly what it says. The customer ordered all the securities in the account to be sold for cash and then withdrew the cash via funds transfer, leaving the account empty.
It is quite probable that the account was also then closed, but the text doesn't *say* that, and we don't know that. The customer could have asked to keep the account active with a zero balance for some future purpose.
So don't assume closure on the basis of this text alone.
