Italian term

si affaccia

Italian to English Bus/Financial Government / Politics Pensions
Hello,

My text concerns supplementary pension funds and the following para, talks about one for public sector workers. I'm not sure of the meaning of "si affaccia sulla sua operatività a regime".

Many thanks.

I have to say that the Italian language used in this text sounds at least awkward even to a native Italian speaker.... anyway I can understand the meaning of the sentence which is as follows - it is to be fully applied - where si affaccia corresponds to sta per essere that is to say it's going to be

4 KudoZ points awarded for this answer. Comment: "Thank you Silvia. I really didn't see the meaning. To everybody who answered: thank you very much. I wish I could share the points as you all indirectly confirmed Silvia's idea and I thank you for having done so. However, Silvia was the first person to reply and I used her answer as I had to deliver quickly."

Only four confidence because there may be a better way of saying it, but I am confident that this is an accurate translation.
